16 schemes to alleviate congestion in Chelmsford

Stephen Robinson was at the announcement today of 16 schemes to alleviate congestion in Chelmsford. Essex County Council consulted on 30 schemes, had 921 responses, and is progressing with elements of 20. All to be delivered by March 2021.

Top priorities
A) Broomfield Road area

> Dedicated, raised cycle highway and Corporation Road one way at eastern end

> Gt Waltham to city centre cycle route

B) Army & Navy

> Baddow Road - bus gate to go ahead (i.e. no cars westbound) but only at peak times and Baddow Road residents will still get onto A&N. 2.5% improvement in NOx2 levels. 18 month trial period.

> Parkway - A&N to Odeon r/b reconfigure lanes for bus priority. Make left-turn-only at Odeon r/b into car park permanent. Safety and cycling improvement out of Manor Road onto Parkway

C) Cycle access to city centre

> New Street dedicated cycle route

> Bellmead to the station cycle path

> Tindal Square (in front of Shire Hall) no vehicles but cycles. Waterloo Lane will not be reopened opposite Riverside retail.

> Writtle to city centre improvements, including new bridge between Admirals Park and West Park

> Great Baddow to city centre cycle route. Need to improve the subway at Army & Navy r/b.

> Chelmer Village Way cycleway

D) Other projects

- Pump Lane / Springfield Road Toucan - already in hand

- Chelmer Valley Road bus priority ARU to Park & Ride

- Essex Regiment Way Pegasus crossing once the new road is open around Beaulieu

- New London Road (southbound): stop buses going across Parkway. Apparently, it will be 40-50 seconds quicker to go east to Odeon roundabout and back west to NLR rather than queue in NLR.

- New London Road (northbound) bus lane to be enhanced by camera enforcement to remove parked cars:

- Better signs and technology: signal upgrades, advanced warning, car park info further out, inbound traffic directed to particular car parks.
